Help needed with ralley dash

Ever since I’ve had the car for about 9 years, everything other than my speedometer doesn’t seem to work. I found wiring diagrams but can’t really follow them and don’t know where I’m supposed to have power and where I’m supposed to have ground. Was wondering if you guys could help me out. I seem to have dash lights and signal lights but nothing else. I know from the wiring diagram that all my pins are in the right locations to the back of the gauge cluster.
 
It sounds like your IVR may be bad which is located inside the fuel gauge on a ralley dash. It keeps the volts at 5 to keep from frying the gauges. Does the AMP gauge work? That is hard wired and doesn't come off of the wires with the round "pin" connector.

It sounds like the AMP gauge is working then. Usually if you use the turn signals it should fluctuate. If you take the wires off one of the gauges and use a 9V battery and two leads it should move the needle. Have someone check the gauge while doing this and don't leave it on long or your risk burning the gauge out as they should use 5 volts but this is just to test. If the needle moves it's the IVR or a wiring issue and a multi meter would work.
 
If it ends up being the ivr is that something I would have to order specific to this dash. Online order or should I be able to find something local?
 
I reread what you just said. I have installed a new fuel gauge as of today because I was told it might be the issue. But if you were saying the ivr is built in with fuel gauge then it can’t be that.

I would use the multimeter and start checking the gauges and wires but it's unusual for all of the gauges not to work unless it's an issue by the pins or a bad ground somewhere.
 
I appreciate the help. The info was useful, and I’ll keep you posted on the results after some testing tomorrow
 
Tested all the gauges today all seem to work. And with my new fuel gauge everything should work if I get power to that supply wire to my fuel gauge. There just one more question. What is the round thing and where does the terminal connect to?

This is the 2nd time this week I have read "new" or "NOS" rally fuel gauge. So my curiosity is peeked. Where do these come from?
 
I bought mine from some local guy that had quite a few new in boxes, not sure where he got them from
