I've lived in CA. all my life, and I agree with you. It's the politics of those in charge. Cancerous, big city ideas continue to spread..
The rest of us 'good folk' don't like it much either.
This is a relatively new law and most probably don't know the details of how it works.
This is a California State thing and not some local planning abatement ordnance.
