California DMV ripped me out of my parts.

just like everything else, all it takes is one or two bad apples, and everybody has to be punished. You have some fly-by-nite guys carelessly dumping their gasoline, oil and grease, and antifreeze directly onto the ground, and then disappearing, leaving the State on the hook for an expensive environmental cleanup. That happens a few times, and I can understand the legislature getting involved. That said, they need to punish the bad actors, not a small-time hobbyist, who is not violating the spirit of the law.
Times change. Years ago I owned a house that was built around 1920. The garage floor was concrete, but it had a big rectangular blocked-out area in the middle of the pad. At first I wondered why anyone would do that. Later, I figured that the old cars were leakers, so rather than letting the grease and oil accumulate on the pad, they just let it drip onto the dirt. And I guess when the oil needed changing they probably drained it directly into the dirt. Nowadays, most people would be horrified by that, but back then it was no big deal.
