Is this normal?

I am wondering if this should get hot enough to burn the paint off. It also sounds like there is a slight exhaust leak coming from that area. Is this normal. I started to take the two bolts out so I could see inside the cavity, but of course one of the bolts snapped off so that is when I stopped messing with this. Thanks for any help in advance!
