1975 Dodge Dart Fuel tank issue

I ran the tank to empty and was only able to put about 20 litres in. The tank on my car has a vent tube just above the fuel sending unit. There is a short rubber hose from the vent tube which runs to a steel fuel line which exits under the hood on the passenger side inner fender.

I have posted this before: My new tank had the same upper vent tube, I ran it around the tank and up threw the floor of the trunk , made a couple of tite coils and back down thru the trunk floor.
I takes fuel w/o splashing over , and fills completely up / unlike the brand new 68 fastback I had , back in the day , which only had the filler tube vent .
