gauge cluster limiter

How do I check the gauge cluster limiter out of the vehicle. Had a trusted friend check the dash and all worked but limiter was bad. He went around it to test dash. Service manual says you can do it but does not tell you how(unless I missed it)
 
I'm a little rusty on this but- limiter has three terminals. Ground is the obvious one, then one has to be 12v in and the other would be 5v out.

If it is a mechanical OEM part, I would just toss it and buy a solid state replacement. No reason waste any time on it.
 
It is an oem unit. wanted to check before putting dash in.Not a lot of fun doing dash replacement,only hope to do it once.
 
If it is old mechanical style, you will need a load on the output, a guage will work, then an analog volt meter.

Digital wont give you an "average" voltage like an analog will.
 
My digital reader gave me several numbers, Thanks for the help.
