Depends. I had this argument before with the powers that be here. It turns out that we were both right. Again, it depends.

Just because backs sell money doesn’t make it ok for you to do so.

Old Currency is exempt from that. And example, old collectible coins, out of date notes, Confederate money, etc.
Nope its not against the law, no different than selling silver coins.
Antique and out of circulation and coins and dollar bills a.k.a. bank notes are different.
Banks sell you money all the time.
That’s called a loan!
 
I do it all the time ! Old or New bills and coins!
Defects, misprints and such.
Its crazy what some of them collect & look for .
By Hawaii state law your "supposed" to have a Second hand Lic. Or Pawn Lic.

I'm wondering if they are using them for counterfeiting. There's been a problem lately where somehow they use a real $1 bill and reprint as a 20/50/100. When the marking pen is used it shows it is real but, a closer look the face on the bill doesn't match the ghost image.
 
Got a friend who geeks out over stuff like this.
He's went so far as to actively pay the girls at the to be on the lookout for anything they might feel he'd be interested in.
Of course the girls are happy to do it because he pays them well.
When we had lunch last, he was bragging to me about his latest score, $75 of sequential $1 silver certificates.
He said he bought them from some dumb girl who didn't know better and probably a junkie.
When I pointed out that those were probably stolen from another collector and now she knows where he lives, it'll be his house that gets hit next.
 
Collectors love sequential numbers & will pay to get them. Especially vintage bills. Recently sold a sequential stack of 20 ben franklins for 25 large to local collector.

They were 1914 red seals i inherited C.
No toys unfortunately. Needed to help settle late wife's estate.
