/6 Timing has me stumped!

No that's not it.
The engine will not run 120* out, that's impossible, I'm sure it's just a matter of interpretation.
Prove the TDC #1on compression is correct on the balancer, then Index the distributor, and rewire the cap, no biggie
 
I will admit, the slant six is kinda pesky to get timed right. I had a "little bit" of a time getting mine back right after I replaced the distributor. I timed it up before I ever pulled the distributor, so that had the engine timed. My problem was I kept getting the distributor off a tooth. I finally got it right though. It just took some fiddling with.
 
Just a thought about running with the timing mark about 120 degrees out.
Stated the motor is a fresh rebuilt. The slant six had several dampers, and timing covers, over the years. They must be used together, or the timing marks will not line up. Is it possible you have mismatched timing marks (covers) and dampers?

That's the whole purpose of all of us suggesting that he find true TDC. Without that, he'll never know "what's" wrong with it.
 
Just degree in the camshaft and do not give two ***** where the dots are. The dots are there only to get you close then degree it in to get it correct. It takes only 20-30 minutes to get that done and there are 100's of videos on line to guide you on how to do it.
