On 67 dart it is steel and runs back down next to the filler through the fill tube to trunk floor gasket. From there I think it is open to the atmosphere above the gas tank. being a 70 your might have some more elaborate venting but from the look of it, it is the same as 67. I would replace all of the rubber hose with steel except for a small bit at the junction at the filler neck.
