Trying to check everything . . . . on the back of the standard cluster the power and ground hook ups does the red wire go to the outside hookup or does the black wire go to the outside?
 
THOSE ARE NOT POWER AND GROUND!!!! They are the ammeter connections, they ARE NOT FUSED, and THEY ARE ALWAYS HOT!!!!

I believe some ammeters are marked for the red wire, if not refer to the shop manuals. You can download them, free, from MyMopar. Some of them there came from the guys right here
 
RED is marked on the circuit boards. Red should be behind discharge side of screen.
