Yes, a little bit. The ratio is the same but you’re not working through all the extra stuff in the power box. So there is more drag with the power box that isn’t being boosted.

I run an reproduction Tuff wheel on my car, so smaller than some of the other factory wheels but probably an inch or so larger in diameter than a Grant.

This sounds right but in my experience, with similar alignment specs, the difference in steering effort between a 16:1 power box with no assist and a manual 16:1 box is insignificant. In parking lots/k-turns, etc, they're both heavy enough to be inconvenient. The manual box seems to have ~40% less slop than the non-assisted power box though.

I run a 330mm Momo wheel on mine which isn't helping.
