If he had sent that to me to powder coat, I would have actually restored the metal first and addressed ALL of those defects: the slag, the lame welds (including welding up the hole) and deburring anything that could ever cut anybody open when they worked on the car. In my opinion there's no point at all in just polishing a turd. If you're going to do it at all, do it right the first time.
