Double VIN stamping on M Code 440 Engine Block

Triple kind of stamp, very unusual!, but the font on each is the same! Never saw one stamped above the flat like that. I now wonder how they did the stamp in the first place! Thought I understood but! Someone got out of control in Trenton!
