If I can remember right from my old 69 charger, the deluxe horn pad has 1 screw under the center medallion. Pop the medallion off, remove the screw, and remove the cover. Let somebody else chime in before you attempt that. My memory is a little fuzzy on that, since that was back in 1990 when I had that car.
