Does it looks like Canadian VIN?

Overseas export, some countries required at least part of the new car to be assembled in their country, so the incomplete cars had partial VINs like this one.

It would have started life in Hamtramck, MI before being sent overseas to be completed.

Are there any other tags on the inner fenders?

BTW, cars sent to Canada or built in Canada had regular V.I.N. numbers same as the ones sold in the U.S.
Mexican built cars (AutoMex) had their own way of assigning V.I.N.s, I have seen a few.
