Undisputed or Unhinged ?

Ok...here's a definite Unhinged. I received this last week from a guy who doesn't know me but got my address from someone else by going through his discarded mail. He asked me to invest in this "invention" - it's supposed to be a license plate frame with gas-saving and environmental benefits...that would not even work as a license plate frame.
