Sorry it took me so long to reply. Something came up and I was gone for a few days
Doesn't look broken to me, but an unused terminal for the application.
Note how the other terminals have a little tab that goes down into the holes and a rivet next to the holes.
There is/was no rivet for that spot.
Also note that on a lot of these cars the switch has to be grounded to the dash for the wiper motor to work.
