PCV has whistle and/or whine

Have you replaced the rubber grommet in your valve cover? They are notorious for drying out and shrinking even if they look fine visually. A new PCV valve will seal for awhile then once she gets a little oil around her which does not take long will start moving around in worn out grommet. Went thru whistle/whine pcv issues on my 65 cuda & after several pcv valve replacements finally replaced rubber grommet on my valve cover with new softer rubber one that sealed nicely and no more issues.
Engine is a fresh build, all new gaskets and seals. It does seal tightly at cover and valve.
 
New does not always equal good. If valve cover grommet is hard rubber not soft your gonna have issues.
 
15-16 inches of vacuum!! I have two engines one in my Ram and the other in the cuda. Neither one pulls over 10... lol
Could use process of elimination. Remove and plug off PVC. Drive it. Just to eliminate the possibility of the whistle coming from somewhere else.

Put tape around the PVC where it goes into the grommet. Put tape over the perimeter of the grommet. Tape it up air tight and see if it still whistles.

I'm using a CL20-210-2 cam because in need vacuum for power brakes.
The elimination of all associated parts has already been done. The noise is definitely coming from inside the valve, chatter idling in park. Whistle begins after its in gear.

You have too much vacuum... the stock type PVCs can't handle it.. LOL
I have a 03 Ram with a big cam and my power brakes work fine. They sometimes feel funny in parking lots but I don't feel any differences other than that. 8 inches of vacuum most of the time at idle. You need a bigger cam... lol
If it was me I would go ahead and buy the M/E Wagner and adjust it to the vacuum needs. I bet the whistle will be gone because of the different type valving.

I would suggest you try the MP part first.. a lot cheaper for something to just try! Sorry I don't have the PN handy... but it has been given in threads about PCV valves here in the last 1-2 years. It goes from low to high flow state at something like 9-11 in of manifold vacuum rather than the 14-15 in of the stock one. Looks and fits like the stock one.

And if you want to try a different one that I know works OK, then you could temporaily adpat in a Fram FV191. The model change state at around 10-11 in vacuum. But it is made with a larger base so you either have to kluge it in, or change the valve cover grommet to one with a larger hole.

I ended up installing one I had for 30+ years and never used it. Please for give me it's an A/C delco one. Just got back from the local car show and she ran quiet. It must be a at the correct flow rate.

CV761C, I don't like using GM parts! It's a rule I have, like NAPA parts for NAPA cars.
