That's a large drop in rpm.
I agree with check the spark plugs first. See what they may tell.
My guess, and its just that, a guess...
One possibility is the plugs are carbon fouled, possibly from too rich for some condition, and now its built up.
What cam?
And at what rpm was the 20* initial measured at?
