Upper control arm tech help

Not sure what that means, but as Halifaxhops said, the eccentric bolts move against the frame rail brackets. If they move, there is no part, arm, or fix that will cause your car to hold alignment. Bad metal must be replaced.

As far as doing away with the eccentric bolts; if you did, you'd have to remove the arm every time you needed to adjust it. Annoying for the alignment guy.
So you use the eccentric bolts to adjust camber/castor with the adjustable control arms? Not the old stock stamped style control arms, the adjustable ones with the threaded heim joints and lock nuts.
