The backspace on 15x7" cop wheels is not poor. At 4.25", it's almost the max you can run before 15" wheels hit the brakes. Most you can typically get away with is 4.5".
The problem is the wheel opening was not designed to be used with a 27" tall tire. Or one as wide as a 215 for that matter.
