1970 Dart Gas Cap relocation mystery

So I've been going through my recently purchased 70 Dart and found a very odd detail. It looks as if someone relocated the gas filler from the side of the car to the top. Does anyone have any idea why someone would do this? Is it body damage related?

Maybe they wanted to make it look like the General Lee? No gas puke? NASCAR fan of old race cars? But I bet flip top cap install is the reason.
To bad they did not cut out the factory fill depression. That looks weird still there if you were making it look factory.

Do you have a flip top cap? Inquiring minds want to know.
 
You also need to get fuel approved filler hose, cause THAT ain't it. That looks like regular radiator hose. It will swell and crack over time.

Maybe looking for a smooth look down the side. I would install a G. Lee cap if it doesn't have one.
