How to recondition "coated" interior panels?

How do I restore interior fastback panels? They are plastic/vinyl/rubber coated over tin. Do I use rubberized paint? Textured paint? One section has rust under the "coating" which is bubbling, can I sand the plastic/vinyl/rubber top coat away to get to the rust, treat it, then paint over with something? What is the best method to restore? Thanks

That is a great question and I don't know the answer. I found a nice pair for my 383-s in a junkyard many, many years back. It was a great day when I found them as they were in great shape, with no speaker hole cut out in them, which is quite common. Here is a picture of my 383-s I sold a few years back, had it for 25 years. Rod
