Dash and Dashpad - What to do?

So I'm not the only one who fought fish eyes on a dash. I was surprised, I mean we've all painted hundreds of items right, so there's a certain set of steps we are used to guided by past results. I didn't get any more or less anal with this dash than anything else I've ever painted and was really shocked at reappearing fish eyes coat after coat. Just kept at it, sanding, tacking, painting. My contracting business is seamless coatings, concrete polishing, terrazzo etc. so I am painfully familiar with the specter of fish eyes which are usually caused by a contaminant or in rare cases inferior material or dew point.
Fish eyes around the dash area is probably from an Armourall type product. I painted a friends Trans Am. We had it all ready for paint and just needed final wipe down and to be tacked off. Painted the car the next day and all turned out well. Oh yeah, except for the top of the doors. He later told me he armouralled the interior the night before with the Windows down. Grrrr!! Lotsa fish eyes and lots more work. Armourall is a ***** to get it all out IMO.
