Well alot of lazy people here in FLORIDA (probably elsewhere )have solved the parking problem by just parking at the front door in the Firelane and not moving till there better half gets done shopping. Here's my take on the disability and handicap plates and placards ( that anyone can get by whining to their doctor ). Maybe if you can't walk and need a scooter or wheelchair to go shopping , just maybe you shouldn't be behind the wheel of a vehicle.
