Steering Column Insulator

Does anyone know where I can find one of these? It's an insulator for the steering column on a 66 Dart.

Looks like a motorcycle inner tube might work. Never have seen one available before.
 
Ask a phone guy for 12" of "collar tape' it is rubber tape thats about 1mm thick. Do 2 wraps.
 
'Plate 19-14-23' isn't even on my 65 Barracuda, iirc it just goes through a hole in the firewall, anyone confirm? Im at work now.
 
My 1964 & 65 didn't have that, as I recall, "as found" by me. I probably used a strip of rubber. If you want something which encircles it, you can buy very large ID heat shrink on ebay.
 
I have electrical tape before and just built the column up. It works fine.
 
What am I missing? Looks to me like the OP can just re-use the insulator he has. All it needs to do is provide a thin rubber layer between the dash clamp and the column jacket. Most of it will be covered by the clamp; a couple of small splits on the outer edge won't hurt anything, and they can be positioned where they won't show even if someone were to look under the dash.
