Looks just like the Herbert lifters I had in the 90’s.
I used them with a .650 Ultra Dyne roller for 3 seasons of bracket racing(no street use).
I’d be okay with using them on a milder lobe on the street...... I just wouldn’t leave them in for too many miles.
