To me, that reads that they don't start building an engine until its ordered. Not that they don't have blocks. Which, is actually a good thing. Storing a fresh machined block for long periods can be problematic and you do risk having to re-machine it. It can be done, but probably not at the scale Indy would do at. The local dirt track engine builder is the same way. Barn full of blocks, but if one goes to buy one, its a couple weeks until he gets the machining all done and assembled.
