No problem. Here's how you do it.
Weight is your enemy So after you get the engine and drive line as good as you possibly can on your budget, go on a diet. Take off the fenders, hood, doors, decklid, glass, seats (Leave lightweight bucket for driver), carpet and pad, headliner, and basically everything else that you can get off. It might not pass tech, but it will sure be faster. LOL, LOL, LOL
Seriously, there was an article a few years ago in a Mopar magazine about a guy that bought a 1962ish big Chrysler just to get the 413 (which was running really well). Just for grins, he ran it down the quarter and got about 18 seconds. He kept taking off more and more and more until the car was literally a shell. If I remember right the car was now in the low 14s.
