Cam and Rocker Question

Hey all. I've been laid up for the last few weeks, so I'm trying to plan out some early season projects on my Dart. I have a refreshed stock LA 318 two barrel. I changed out the oil pan last summer, and everything looked good from the bottom, so I am looking at doing a poor man's top end rebuild. I'm new to significant engine work, so I wanted to get some expert opinions.

I have gotten a used set of 308 heads, which are clean and in good condition. I also have a barely used Edelbrock Performer dual plane intake and Edelbrock 650cfm four barrel carb. Lastly, I have a new air cleaner assembly for better breathing.

I would like to get some recommendations on a cost effective cam; something mild for street use, a little lopey, but with a nice horsepower boost. Also, I'm not sure on the shape of my rockers yet, so I'd like to get a recommendation on some cost effective ones there too in case I need them.

Lastly, I also have to install a new radiator. It seems like it would be, but is it possible to access the cam without pulling the engine if the radiator and grille are removed?

Thanks in advance for helping a newb. And yes, the engine bay will be painted blue at some point. It was black when I got it.
