As Red said, there is a fiber or leather washer behind the Bendix of the starter. It acts as a brake to stop the Bendix from spinning. When the washer gets dust or dirt on it and gets dry from sitting, it will chatter. Sometimes a drop or two of oil will stop this. Cleaning or replacing is preferred.
