This is an Imperial with tilt and Tel. This are difficult and we used to have special tools for it. If I remember right, the lock/tumblers can be removed out the side, without disassembling the column. Maybe there is a small hole in the chrome piece to put a wire?
I did not find any small holes near the tumbler to put a paper clip in to release the tumbler. Someone says maybe that metal piece needs to be pulled up with a pick or something to slide out the turn signal arm
