Need some help: Is it a 69 340 Dart Custom/GT/Swinger?

Hello guys,

I need your help, 'cause I'm slightly confused... A friend send me pictures of a 1969 Dodge Dart with a matching numbers 340c.i. and four speed... It needs some love, but the car is for sale... An A-Body 340 four speed is my weakness I must confess, so I asked for pictures including the VIN and the Fender Tag and now I'm really confused. I had some troubles decoding it - the quality of the pictures is not really good.

And now there is my question: A LH Dart with a 340???
Swinger is LM23, Dart GT is LP23, Dart GTS is LS23, and Dart Custom is LH23. But a Custom could only have a 318 or? Or are my eyes deceiving me and is this a LM VIN?
