Yes that's Gary Howell who was the owner of Howell Automotive. He sold a bunch of Mopar parts and I recall many buying parts for there Neon's and such back in the day.
I'm not sure how involved in MotorSports Gary is these days but I recall him a huge Mopar guy and always had race cars.
