Not if you "bore it to the max" as mentioned.
You never bore for cubic inches. You bore to get rid of wear.
Boring removes rigidity from the cilinders.
I never have understood why people say stuff like "bore it to the max". First, it makes them sound very inexperienced and immature, and secondly, as you say, it ruins a good block. Generally speaking, for about every .030" of over bore, you're only adding about 5 cubic inches. So, there's "THAT".
