Steering Column Jacket Position

Was hoping someone could educate me...

I'm re-installing the steering column and am wondering about the placement of the floor plate & o-ring retainer.

I'm assuming the little bosses on the column jacket are there to act as guides. Also. I'm assuming the floor plate and o-ring retainer should be snugged up to them, like in pics below.
