Yes, steel.. I'm having my stroker 360 with W2 Econo heads inspected and my engine guy noted there was too much lateral rocker movement on some of the rockers and a couple of the aluminum hold downs got scored, so he's recommending steel hold downs.

The best fix is to narrow the exhaust rockers and put Torrington bearings on both sides of the rockers.

The side load of the offset intake rockers is insane and it's very difficult to keep the galling down.
