New quarters

I have a general question about installing new quarters.
I am working on a 69 Barracuda 340/4spd and which is in need of some metal along the lower quarters, wheel lip and forward lower quarter. see pic.
Is it better to replace the entire quarter and cut at the top accent line from bumper to door jam or just cut out the rusty areas on the lower section?
I have felt in the past that only cutting out the rusty areas and preserving as much of the original metal was best. Then I see all the resto shows on TV where they cut away entire quarters which are perfectly good except for 1 or 2 small rust spots or dings. This has me questioning if I should replace the entire quarter. What is the general consensus on this?

If you do the 1/2 quarter panel, just be sure to leave at least 2 inches from the body line. I'm sure you know that a bit too much heat from your welder and the metal will warp. You DO NOT want to be trying to re-create the body line. I moved my fuel filler door, so I had to do some work on the body line. It was hours, and hours, and hours...

Also, make sure to use a flanger. It makes the fitment and the welding a whole lot easier.
