Temp sending unit issue

I am having trouble getting a temp sender to read correctly, I had all my ralley dash gages restored and re-calibrated in my 68 Valiant and have tried three different senders and they are all reading to high. I know the new one's they make are marginal at best, The instrument place is out of calibrated senders. Any suggestions on a fix?
 
How and where are you measuring temp on the engine and how are you determineing the sender/guage is too high
 
Recheck the wiring, also shoot a temp gun at the sender for verification
 
*I think* that would be the voltage Instrument Regulator on the back of the gauge panel that is a bimetallic device that when it gets stuck, all gauges peg.
 
I will put a 27 ohm resistor inline with the temp sender wire and ground it with ignition on to verify the gauge is accurate. Should read 1/2 temp. Then go from there. Thanks for the help guys!
