Anybody have any suggestions on how to paint the inside of the cowling after a vehicles has been dipped

The Volkswagen guys use an artists brush that fits in the slots, they just slather around paint as best they can and concentrate on making the visible parts as smooth as possible.
I used one of these with some success, had the paint shop make me a rattle can of my color code and then install wand.

If you pull the dash the inner cowl is still no accessible

If you don't mind doing a little cutting you can cut a hole large enough to get your arm in there to brush on some undercoating. It's best to make the hole on the outer cowl where the door and fender cover the outsides of the cowl. Then close it back up and it should last forever. Use a stick with a brush attached to reach all the way in there. Some people don't like cutting it open but nobody like rust in their cowl!!!
