Is that an “E” Los Angeles built car?

LA built cars have black underside primer.

I took this car/project over after my father passed; about 5 years ago. If I recall correctly he bought it from a longtime friend in Ridgecrest, CA around the year 2000. The previous owner was the original, or possibly second, and it lived its life out there. I have the original dealer license frame from Ridgecrest!

Not sure how to check if it is an "E" body. I don't have the fender tag nor build sheet, just VIN.
 
The assembly plant is in the VIN, 6th character. It's not an E-body, but could be from the "E" assembly plant.
 
You may need to back off your adjuster and get your control arm to hang down completely to get it in the correct spot or you may have to remove the torsion bar completely. Me, I would try and leave it in . JMO
