On Holleys, the fast idle cam is behind the electric choke on the passenger side... It's easiest to adjust with the carburetor off... Back it off some...
But before you go doing that, make sure that is what it is by checking that is what the problem is... While it's running cold, try to open the throttle a little and see if you can kick it down with the lever a bit by hand...
