Fixing horn buttons on 71 steering wheel?

Hey guys, has anyone messed with these buttons not working? They feel solid as if there isn't spring tension pushing them back? I did a continuity check and they are not grounding out (to allow horn to honk), but they still don't work when pressed?

I'm at a loss here so any help is greatly appreciated!
