Assembly question for bodymen

I removed my fenders to paint the front end of my car and inner fender wells. Now I’m to the point of installing them and I was wondering if it would be a good idea to put something between the fender lip and where it bolts to the front end (running along the top of the fenders). My fenders have a bit of scale from along the seam where they were bolted to the car. I’ve treaded them with rust convertor and painted them with chassis paint, but not sure if I should bolt them back on as is, or put rubber insulator or foam tape or something between the seam.
 
The factories used seam sealer there. You can buy it in caulking tubes via places like Eastwood.
 
This is the seam I’m talking about. It didn’t seem like there was anything in there, but then again there was heavy scale, so there very well could have been

I've never seen anything there in my life. @Oldmanmopar has torn a lot of these cars down. Maybe he will chime in. If it was me, I would put nothing there at all. As mentioned, it may hold water.
 
Could be hit or miss but when I tore down my 67’ barracuda it had some type of sealer there and fenders had never been off it as I bought from the old fellow that bought it new.
 
Thank you for the replies and help. I inspected all the hardware and found a little body sealer on the spacers under the top of the fenders and the bottom of the A-pillars. I believe that was just to hold the spacers in place up there. Everything else looked free of any sealer. So I went ahead and hung the fenders without any sealer or foam tape, just bare. Everything lined back up little it came off.
