The air is not in your bladder. It is in the tank. The bladder has the water and you can't build pressure in the bladder. It is like you squeezing the whoopee cushion. As the pump pushes the water into the bladder it builds air pressure in the tank. That is what pushes the water out into the house. Why do you think there is an air valve on top of the tank
 
If you have water in the tank and not the bladder you have a bad bladder. There should be no water touching the steel tank

Does it have an air valve on top? Put some air to it. But saying all of this I have to say you have a problem. But there is a chance that it is the valve gut on the air valve. Depends on how often it water loogs

What are you using. I think if I was spending that kind of $ on parts I would want them powder coated. But then epoxy might actually be better...

right now, its an etching primer, followed by a sealer. DP90 from PPG. the plan is to powder coat it, However, it was supposed to go 3 weeks ago but the shop closed due to the virus the friday before I was to drop it off. they're a large shop so they schedule when they take on little projects like mine. Problem is, the winter moisture, despite being sealed in a bag, caused it to flash rust. to the shop recommended this primer stuff, sent me two cans of it. once they're re-opened and taking on small projects, right now, thats scheduled for September, they'll blast it for me for no charge and powder coat it. just didnt want to risk the welds and stuff to pitting any longer than I already had too

I understand the water logging on tank with no bladder. But on a bladder tank, the only way it should ever water log is if the bladder fails. If it's a vertical tank that is plumbed like that, I could see it still working as you said even with a failed bladder. But, this is horizontal,so I believe once the bladder fails, your screwed. I could leave higher air pressure on it for a while and maybe it would push any water through... I will mess with it again sometime this week and tap on tank to see where the water/air is. I didn't do that.
