71 Scamp with indicators on the bumper??

My 71 Scamp of course has the fender mount turn indicators, but there are also some peculiar looking lights on the front bumper. They look to be similar to the fender indicators, but not exactly the same. They're wired up, but don't work when I engage the turn signal. Has anyone seen this before?

I didn't think so. I thought maybe the previous owner was trying to plug a couple holes, but why go through the trouble of using these and wiring them up?
