Fuel line through bulkhead fitting in shock tower?

Here is what I did down in the rocker panel. Basically the same idea where I have a large hole in the rocker panel and then use a small bolt on plate that holds the bulkhead fitting.

What is the reason for the plate? Is it a stiffener as well? I just mounted a thread together type bulkhead fitting in the existing metal.
