HELP !! 69 Dart Steering column .

I hope I can make this clear for all to figure out what I’m talking about.

Working on reassembling a 69 Dart steering column ( floor shift / manual )
modified for the aftermarket lower bearing )

The issue I’m having is because it’s been apart for a while, I can’t figure out how to keep the outer column sleeves from turning ( they are supposed to be frozen to the column ) . I have the spring at the bottom of the column. I have the wavy washer at the top of the column. See pictures I hope this helps when I’m talking about.

Which piece is turning? Sorry, I'm having a hard time following. If you can lay out all your pieces and point in a picture which one is having the issue that would be helpful
 
These two are the pieces I’m trying to keep stationary on the column

Ok. Its a little tricky to do but the two bolts that hold the parts together go through two tabs on the top piece that hook under the lip on the bottom piece. Any chance you see what I'm talking about? The manual really doesn't explain it that well. Only reason I know is I just did one of these on a 68 Charger
 
OK that helps, I’m assuming you’re talking about these two bolts into these two slots

The lower piece has three screws at go into the tube sides, they are long and threaded, then the two square bolts just slide into slots, needs to be only snug, not real tight.
 
Three long screws going into the tube side ? That I’m not understanding
 
I was wrong, this column does not have the screws just the two square bolts, sorry, old age I guess. As to keeping the collar from rotating. I just left mine alone, I have a floor shift car too. It would be possible to fill that space to lock the bar, the one that the lever was replaced with.
 
Can someone verify that a 69 floor shift: does not stay stationary completely on the outside colour second one down not the one where the turn signal runs through if that’s clear. I have it back together but it still spins . I want to put a Tach mount on it. The coller I’m talking about is the one in the picture

There’s nothing there to prevent the lower collar from rotating a few degrees in either direction. The spring
does keep from moving on it’s on and rattling.
 
It’s a floor shift column .
All good now I figured it out
