So i have a 66 valiant with 4.5 bolt pattern and a 69 roadrunner that I want to change the wheel look on. I'm looking to move the wheels from the roadrunner to the valiant. The wheel size is 17X7. 0 offset. 4"backspace. Will the wheels (rims) size be ok. If so what tire size would you guys recommend

There's a few variables that might influence what will fit. Many times the rear axle wasn't centered in car from the factory, so, one side might have more clearance than the other. In a stock wheel well, I found with the stock wheel offset, I could put a 9" wide tire and a 28" diameter one without rubbing anything. It's pretty close though, so, take some measurements to verify. Custom wheels with odd offsets might allow something wider, but, you may run into problems in the front if you want all 4 wheels the same.

First of all no 66 Valiant came with big bolt pattern. What rear end is in the car or what was modified on the original rear end? Either could have everything to do with what wheels fit.

Thanks
The rear that is in there is a 8.75 that was made for my car. I was told it is the same dimensions as the old one just with large bolt pattern and 11 inch drums
