And yes, who's name is on the title owns the car like said above. Also all of our BMV offices are closed right now so getting a title will take awhile. I just got a title done by mail but you have to have all your paper work correct and it take at least two weeks. The Wayne county office is the one I went through and I'm in Stark county. The whole reason he is willing to sell the car cheap is because he doesn’t want to mess with all the State of Ohio stuff. I think i am just going to pass. It’s a good deal but not so good that I want the headaches.
